If you edit a DAT rule and try to reorder categories when none exist, a crash occurs.
Steps to reproduce:
Setup a new instance of RV
Edit the DAT Rule for the RomRoot and go to Advanced tab
Click on either the up or down arrow for the category list
RV will crash with an "Index was out of range" error
