CMP DATs are interpreted with incorrect character encoding

There is a discrepancy between how characters are interpreted in CMP formatted DATs vs XML formatted DATs. XML dats are interpreted correctly with UTF-8 characters while CMP dats are not.


Steps to reproduce:

  1. Refer to screenshots for an example


Expected behavior:

  • All characters should be interpreted with UTF-8 encoding regardless of the original dat format

Well, that was much more of an adventure than I was expecting, but CMP DAT's have now been switched over to read the files using UTF-8, and I have updated the Tiger - Gizmondo DAT in RV to also be in UTF-8 format.

Old CMP DAT's from around 15 years ago and older, where using (28591) iso-8859-1, somewhere along the way CMP must have been switched over to reading UTF-8 format, breaking loading of these older DATs

(Fixed in V3.5.1 WIP2)
