When a FixDAT is created, RomVault omits the rom header skipper if applicable
Steps to reproduce:
Add a DAT to your DatRoot that contains a rom header skipper
Select the DAT in the tree
Click "Generate Reports" to create a FixDAT and save the file somewhere
Open the newly created FixDAT and notice that the dat is missing the header skipper
