This appears to be working as designed unless additional information can be provided. f the archive that is being recompressed is in an unlocked ToSort directory then its likely a file in that archive matched something in a DAT, thus it should be removed. If a file is removed from the archive, the archive would need to be repacked, which explains the <<--Raw actions you see in the fixing status log.

Appears to be UN-zipping and re-zipping same large zip file, in fix rom mode.
No Dat... Folder was added as an unlocked to-sort directory on a separate drive.
File is large zip with folders containing smaller zips.
Possibly converting file from zip to 7z? If so, it is doing this unprompted and on a separate drive/folder than the set RomRoot folder.
